Interference With Snow Removal:<br>1. After an accumulation of three inches (3&#8243;) or more of snow has occurred and until both sides of the street, alley or public way have been plowed, it shall be unlawful to allow any vehicle to remain parked from the same side of a public street, alley or public way for more than twelve (12) hours after the opposite side of the street, alley or public way upon which the vehicle is parked has had the snow plowed by the village.<\/strong><br><strong>(Ord. 503, 9-6-1983)<\/strong><br><strong>2. It shall be unlawful to park any vehicle on Elm Street between Highway 38 and Brown Street at any time within twelve (12) hours after a snowfall of three inches (3&#8243;) or more has occurred.(Ord. 452, 3-4-1974, eff. 3-4-1974)<\/strong><br><strong>B. Towing Vehicle, Costs: Any motor vehicle parked or standing in violation of this section may be towed or moved to another location or to a village impoundment area by a village vehicle or private towing service. No vehicles towed to a village impoundment area shall be released to the owner, lienholder or other person entitled to possession unless proper proof of entitlement to possession is first furnished to the village and all storage charges and towing charges incurred by the village are paid to the village.<\/strong><br><strong>C. The entire system is tested for minute at 10:00am on the first Tuesday of every month.<br>*All Clear&#8221; NO TONE&#8221;<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Please tune to your local news agencies such as smart phones, NOAA Weather Radio, AM, FM radio and TV then listen for notification regarding the emergency.<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Radio Signal Test:<br>Every Wednesday between I0 A.M, and Noon, NOAA Will send out a signal at which time a red light on the siren pole will light up for 9 hours showing that it is receiving a signal.<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>What should I do if I hear the siren for 3 minutes?<br>If the sirens are activated and it is not our monthly 1 minute siren test, the public should:<br>*Seek immediate indoor shelter inside a sturdy building, on a lower level, away from windows and glass.<br>*Children should be taught to seek shelter.<br>*Tune into your local media such as smart phones, NOAA Weather Radio, AM, FM radio or television to get information about the warning and when the threat has passed.<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Will the siren activate if we have a power outage?<br>No! The siren will not activate!<br>That is one reason you should not depend on the siren for your only source of warning.<br>Another reason the siren will not activate is if the tower in Whiteside County that activates our remote system has its power knocked out, it will not signal our system to activate.<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Why use outdoor warning sirens?<br>Sirens are still the most effective method to warn the population at large in the shortest amount of time. This applies to adults and children who may be outdoors at ball games, in their yard, or anywhere else where they are not in contact with a smart phone, the normal news media channels such as radio, TV or local public address systems.<br>On average, tornado deaths in the United States have gone from 8 per 1 million people in 1925 to 0.11 per 1 million people today a trend largely attributed to early-warning systems fed by advanced meteorology and the introduction of Doppler radar<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Will the sirens warn me of every dangerous storm?<br>No, Franklin Grove&#8217;s siren is for &#8220;tornado warnings only&#8221; not watches or severe storms. It is programmed to activate if NOAA sends a warning saying conditions are appropriate for a tornado anywhere in Lee Co. it cannot be specific to Franklin Grove. Doppler radar &#8220;does not always&#8221; pick up all conditions for tornadoes. &#8220;The safest approach is to be proactive and use all of the information available to protect yourself and your family from threatening weather.<\/strong><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><br><strong>Nothing can replace common sense.<br>If a storm is approaching, the lightning alone is a threat.
